  6. ON HIRE and OFF HIRE BUNKER SURVEYS
    Surveys of vessels or marine structures were undertaken either before the vessel or structure is delivered into a charter or redelivered from a charter.
    On-hire and off-hire bunker surveys are very important for a client when hiring a vessel to limit their liability, by ensuring they have the correct information on the condition of the vessel and work required in respect of the charter party.
    Hence it is in the interest of a client to get an independent survey carried out on their behalf which will then be used as evidence for their liabilities for the charter period. When discrepancies differences arise in a bunker delivery operation, our experienced team has the capability to find the error, if any, or to give out the right figures for third party agreement.
  7. DRAFT SURVEYS
    It is an international commercial custom that traded quantities of bulk cargo such as iron ore, coal, steel scrap, grain and some specific quantities of liquid cargoes are determined by draft survey. During a draft survey, cargo quantities are calculated based on the change of ship's drafts between different stages in the loading or discharging process by using the scales and hydrostatic property tables on board the ship. This convenient method is universally adopted as the most efficient and reliable way of measuring the cargo quantity where accurate product properties such as density and stowage factor are not reliable.
  8. TALLY SURVEYS
    To establish the quantity of cargo loaded/discharged by our experienced tallymen under the supervision of a competent surveyor.

  9. FLAG STATE INSPECTIONS (FSI)
    Flag State Inspections (FSI) are required by flag states to ensure that vessels under their jurisdiction demonstrate satisfactory standards on board. Flag state inspections are mandatory to be performed annually to ensure safety at sea, prevention of human injury or loss of life, and avoiding of damage to the environment, in particular to the marine environment and to property to each vessel.
    Surveyors at Libra Marine Consulting LLC are approved by various flag administrations for conducting pre-registration, initial, annual and special inspections including provisional registration of vessels. Through our in-house quality control team and support of our global network we can provide timely and cost efficient flag State inspections.
  10. INVENTORY of HAZARDOUS MATERIALS SURVEYS
    Libra Marine Consulting LLC has a well-established worldwide network of qualified marine surveyors and Hazmat Experts. The focus of the company is to provide professional, flexible and cost-effective solutions tailored to clients’ requirements with particular focus on always delivering our services in line with high end of the industry standard.
    Our core maritime survey team has evolved over years of experience to offer IHM survey. Our Hazmat experts brings together a strong track record in maritime sector and understands the industry needs better than our counterparts who have simply diversified from onshore hazardous material experience into the marine market.

    General overview

    New vessels flying the flag of an EU member state are required to have on board a certified IHM (Inventory Hazardous Material) starting 31 December 2018. This means that vessels with building contracts signed after this date shall have the IHM certificate in the specifications.

    All EU-flagged vessels to be recycled after 31 December 2018 will be required to have a Ready for Recycling Certificate, which means, among others, these vessels shall only be sent to recycling facilities included in the European List of Ship Recycling Facilities (EU List).

    For vessels in operation and flying the flag of an EU member state, the certified IHM is required starting December 31, 2020.

    It should be noted that the EU SRR also affects non-EU-flagged vessels, since vessels flying a third-country flag (non-EU flag) calling at a port or anchorage of an EU member state shall have a certified IHM starting December 31, 2020.

    How to maintain the IHM

    An IHM maintenance procedure should be implemented, including the assignment of a qualified designated person whose duties should be incorporated in the ship owner’s quality management system. Libra Marine Consulting LLC provides fully managed IHM Maintenance services.

    The IHM certification process

    The IHM certification process can be summarized as follows: IHM preparation –> Document approval by class –> Class survey –> Certificate issuance.

    The shipowner may contract a competent third-party company to prepare the IHM, which involves document collection, on-board sampling check, and laboratory analysis.
  11. GHG MRV CONSULTING
    We work together with EU and IMO approved GHG Verifiers to offer a full suite of Greenhouse Gas (GHG) consulting services, covering all facets of GHG inventory monitoring, reporting, and verifying (MRV) and the complete emissions reduction project cycle. We can assist with the development of GHG inventory management plans, compile emissions data, report emissions for voluntary, state agencies, and assist the client throughout the verification process. We are also able to provide a detailed analysis of an organization’s emissions, preparing a climate action plan, an inventory management plan, or evaluating carbon intensities of products or facilities, and performing industry benchmarking.
  12. MARITIME CYBER SECURITY
    In 2017, the International Maritime Organization (IMO) adopted resolution MSC.428(98) on Maritime Cyber Risk Management in Safety Management System (SMS). The resolution stated that an approved SMS should consider cyber risk management in accordance with the objectives and functional requirements of the (International Safety Management) ISM Code.

    It further encourages administrations to ensure that cyber risks are appropriately addressed in SMS no later than the first annual verification of the company’s Document of Compliance (DoC) after January 1, 2021. We help companies at all levels of Cyber Security readiness in line with MSC.429 (98) and fully support with DOC audit and approval from Classification Society. As per IMO guidelines, effective cyber risk management should start at the senior management level. Senior management should embed a culture of cyber risk management into all levels and departments of an organization and ensure a holistic and flexible cyber risk governance regime, which is in continuous operation and constantly evaluated through effective feedback mechanisms.
    In addition to the IMO resolution, the U.S. National Institute of Standards and Technology (NIST) Cybersecurity Framework Version 1.1 is also used as reference. The NIST Cybersecurity Framework assists companies with their approach to risk assessments by helping them understand an effective approach to manage potential cyber risks both internally and externally.
    As a result of applying the Framework, a “profile” is developed, which can help to identify and prioritize actions for reducing cyber risks. The profile can also be used as a tool for aligning policy, business, and technological decisions to manage the risks.
    The International Association for Classification Societies (IACS) has issued a “Recommendation on Cyber Resilience (No. 166)”. This recommendation consolidates IACS’ previous 12 recommendations related to cyber resilience (Nos. 153 to 164) and applies to the use of computer-based systems, which provide control, alarm, monitoring, safety or internal communication functions that are subject to the requirements of a classification society.
  13. ISM/ISPS Internal on Board/Office Audits on behalf of Manager Companies
    The International Safety Management Code (ISM) require Shipping Companies to have procedures for conducting both internal and external audits on board as well as ashore organizations in order to ensure implementation of system. Certified and experienced ISM Auditors of LIBRA MARINE CONSULTING LLC is available to perform such ISM internal audits onboard the vessel as well as Companies’ premises.

  15. PLANS and CALCULATIONS
    Libra Marine Consulting LLC. provides to customers integrated design and engineering services in Maritime / Offshore and Shipbuilding projects of different types and size. Our range of services starts from the concept idea until the ship is put in service and continues through life-cycle service as maintenance, repair and conversion.

    We have the ability to address the all steps of the design and engineering processes with high quality. Concept Design is the starting point of the project where we define main characteristics with the aid of state of the art software and statistical databases. Basic Design is then developed according to national and international rules and verified by advanced engineering analyses. Detailed Design comprises all engineering and construction documentation for the Shipyard. Finally, Engineering Management services include supervision, management, budgeting and operational works of the project assuring quality and schedule.

    Basic Design
    Basic design stage inherently contains the conceptual and contractual design phases. This is the most important stage in the ship design project. In the scope of basic design, our company undertakes all necessary engineering work which comprise of arrangement of spaces and equipment, structural design, compartmentation and intact /damaged stability, exterior design and finally hull-form optimization for performance. Using wide experience on numerous ship design projects for different ship types of various sizes and state of the art software tools, our company presents high quality basic design services to its customers.

    Detailed Design
    Preparation of production reports for painting area estimation, overall weights sand center of gravity information per ship’ blocks, bill of materials, costing estimation and 3D models enabling product life cycle management capability through interactive dedicated software platforms. Detailed engineering services consist of two main categories Hull and Outfitting.

    Conceptual Design
    Conceptual design phase includes a group of works and processes where all documentation that describes and guarantees the ship according to customer’s needs is generated.

    Conversion & Repair Projects
    For life cycle or operational needs Libra Marine Consulting LLC is experienced in conversion and retrofitting projects.
